Nitish Kumar reiterated the demand for special status for Bihar.
- Citing its backwardness, huge population, poverty, and lowest per capita income despite consistently high economic growth rate over the last decade. all political parties are unanimous (in demand for special status).
Special status features
- If it happens, Bihar will have to spend less on central schemes and would be able to utilize the money for its own development programs.
- Despite high growth, the per capita income in Bihar has increased to barely 54,383, while it is ₹1,50,000 at the national level.
- We are doing everything possible, but that is not enough. Now the central schemes have almost 40-50% of the state’s share, which will come down to 10% for the state once the special status is granted. Whatever money the state gets as part of the central devolution also comes late.
- Kumar was replying to the motion of thanks after a debate on the Governor’s address to the joint sitting of the state legislature on the first day of the Budget session. “I myself went on the Samadhan Yatra earlier this year for stocktaking and had interaction with the people about the needs and aspirations so that more could be done in addition to the existing schemes.
- The work in different fields to ensure inclusive growth was for all to see. “We know education is an important tool for progress and population control.
- Therefore, we want teaching in schools. We will appoint more teachers and also give a salary hike, but for a backward state like Bihar, everything is not so easy. Yet, we are on job and the department is working on the modalities.
- The chief minister also advocated “one nation, one rate” for electricity.
- “Despite being poor, Bihar has to pay more. We purchase electricity at ₹5.55/unit and provide it for agriculture for just 70 paisa/unit. Some people want it made free, but I don’t believe in ‘free ship’. We take the minimum possible price.
The filing-dismissal system of land has changed in Bihar, now even-odd will be able to do online mutation like this
- The odd-even process of online filing has started in all the zones of Bihar. Earlier this process was started in five zones of the state as a pilot from January 18 this year. At the same time, it has been implemented in the whole of Bihar.

- Earlier this process started in Fatuha in Patna district, Sabour in Bhagalpur district, Siwan Sadar in Siwan district, Thakurganj in Kishanganj district, and Kalyanpur zone in Samastipur district. After it was successful, it was decided to implement it in all the zones.
- Jai Singh, Secretary of, the Revenue and Land Reforms Department, had written a letter to all the collectors regarding this. The department has made necessary amendments to the online filing rejection software.
Necessary changes were made to the software
- Necessary changes have been made in the login of the Revenue Officer and Circle Officer in the software for the execution of land claims.
- In the software, the case related to the light of the odd number will automatically appear in the login of the circle officer.
- The number corresponding to the lighter of the even numbers will appear in the login of the Revenue Officer.
- In the absence of the revenue officer, only the circle officer will do the work of general notice, hearing, dismissal order, correction letter, etc.
- In the event of the Circle Officer not being posted, the Revenue Officer will look after the work of general notice, hearing, dismissal order, correction letter, etc. related to the promises of both Odd and Even Halka.
- In case of non-appointment of a revenue officer, the circle officer will give charge of the work of the revenue officer to the preferred revenue employee as before.
